Our History

Over 40 Years of Impact and Innovation
1981
Founded in 1981

Founded in 1981 by visionary entrepreneur Knowlton R. Atterbeary, KRA Corporation began with a bold mission: to empower communities through workforce development. Mr. Atterbeary, a graduate of Michigan State University with degrees in Systems Science, Economics, and an MBA in Management and Finance, believed that sustainable economic independence is inextricably linked to a skilled workforce. This belief became the cornerstone of KRA’s business strategy and lifelong commitment.

The 80s
The First Contract

KRA’s first contract supported military families through counseling and referral services at the U.S. Naval Academy and Fort Meade. This was followed by a long-term engagement with the Department of the Interior, providing administrative and professional support across all bureaus. By 2000, KRA had graduated from the SBA’s Business Development Program with a stellar record in public-sector contracting, especially in employment and people-focused programs.

The 90s
Building a Foundation

During the 1990s, KRA expanded into labor market research and consulting, supporting numerous U.S. Department of Labor agencies and other federal departments. The company also served major nonprofits and academic institutions, diversifying into information-resource centers and clearinghouses across a wide range of topics—from cancer therapy to minority health.

2001–2010
Transition to Direct Services

KRA shifted focus to direct service delivery, especially for youth and underserved populations. Programs like the Dental Assistant Training Program in New York and Knowledge2Career Academy in Long Beach exemplified KRA’s commitment to educational and vocational development. In Connecticut, innovative programs like Jobs FIRST and EAGER helped displaced workers and Temporary Cash Assistance recipients transition to employment.

2011–2019
Expansion and Innovation

KRA’s growth accelerated with new TANF programs in Maryland and New Jersey, and a major expansion to the West Coast with the San Diego Metro Region Career Centers. The passage of the Workforce Innovation and Opportunity Act (WIOA) in 2014 aligned perfectly with KRA’s integrated services model, positioning the company as a national leader in workforce development.

In 2018, KRA partnered with the Home Builders Institute to launch its first Construction Academy in Maryland, followed by the creation of CTEtechWorks, an online learning platform supporting students during the COVID-19 pandemic.

2020–Present
Resilience and Adaptation

When the pandemic hit in 2020, KRA responded swiftly, transitioning staff to remote work and launching virtual services. Highlights include:

  1. Virtual job fairs and workforce readiness workshops
  2. Online IT certification programs
  3. A second Construction Academy in Baltimore
  4. Support for dislocated workers through the Shore Community Wellness Fellow Program in Chicago
  5. Opening of the Chatham Education and Workforce Center, offering comprehensive online career services

Despite global challenges, KRA continued to expand, innovate, and support communities with unwavering dedication.

KRA remains committed to addressing the skills gap and preparing workers for the evolving global economy. By investing in partnerships with educational institutions and employers, and advocating for legislative reforms, KRA is helping shape a more inclusive and resilient workforce system.

Our Legacy

Over the years, KRA has supported more than 5,000 employees, many of whom were former program participants. Our Leadership Edge Academy has prepared staff for executive roles in workforce boards, the U.S. Department of Labor, and even Congress—demonstrating our commitment to cultivating leaders who make a lasting impact.
