The initiative, funded by the American Rescue Plan and launched by the Biden-Harris Administration, allocated $500 million to support local workforce initiatives in delivering customized training programs, aimed at equipping workers with the skills needed for high-demand industries.
The Good Jobs Challenge, now in its second year, has been instrumental in building and strengthening workforce systems and industry-led partnerships. These efforts have provided new opportunities and training for America’s workforce, equipping them with in-demand skills that meet the needs of today’s employers. The program has focused on critical sectors such as healthcare, manufacturing, information technology, energy, and resilience.

The program has made significant strides in promoting workforce diversity, with half of the participants coming from communities of color. Notably, Black workers are represented at nearly twice their national average, and Native American or indigenous workers at more than five times their national average. This initiative has nearly doubled the annual earnings for workers who previously held low-paying jobs, providing them with family-sustaining employment and benefits.
