Our partnership with Qlarant spans more than 25 years and reflects one of the longest-standing collaborations in KRA’s history. As a healthcare consulting and quality improvement organization, Qlarant leads system performance reviews for Maryland’s Medicaid program. We are proud to serve in a subcontractor role, helping deliver these federally mandated reviews each year.
The work centers on evaluating Medicaid Managed Care Organizations (MCOs) against performance criteria set by the state. Reviews cover the full range of provider responsibilities—from medical care to customer service—and often result in formal corrective action plans when improvements are required.
Over the past two decades, our technical team has brought consistency, experience, and institutional knowledge to every review cycle. Several team members have supported this work for over 20 years, contributing a level of continuity that is rare in projects of this scale and duration.
That continuity has strengthened the state’s ability to track trends, interpret changes, and make informed decisions as leadership shifts and new plans enter the system. Our role extends beyond routine review support to include data analysis, audit and monitoring functions, and continuous improvement guidance.
