The
Personal Responsibility and Work Opportunity Act of
1996 established work participation requirements for
food-stamp-program applicants and participants who are
Able-Bodied Adults Without Dependents (ABAWDs). State
and local agencies are authorized to implement Food
Stamp Employment and Training (FSET) programs consisting
of one or more work, training, education, or job-search
components.
The KRA team supports local efforts to advance the economic
independence of ABAWDs through comprehensive FSET services,
with a focus on programs that target particular populations,
including ex-offenders, the homeless, and young adults
leaving the foster care or juvenile-justice systems.
