Essential Duties and Responsibilities: Responsible for developing and maintaining ongoing personal contacts with private, public, non-profit, and religious organizations to promote and create opportunities for placing TANF customers.
Prepares materials and curriculum for classes, conducts workshops and demonstrates teaching principles and techniques specific to adult learners.
Identify employment opportunities for enrolled participants with minimal workplace skills and/or criminal backgrounds.
Escort participants to job fairs and employment opportunities.
Assist program participants with development of workplace skills.
Maintain a cache of employment opportunities.
Facilitate weekly, job readiness sessions, and classroom activities.
Other duties as assigned.
Qualifications Demonstrated knowledge of job development systems including assessment, resume writing, experience developing leads, organizing job fairs, recruitment, interviewing, and job placement.
Education and Demonstrated Job Knowledge Bachelor’s degree from an accredited college or university or equivalent work experience.
Minimum two years of experience of work experience combining elements of case management, career counseling, job development and placement or other services.
Ability to communicate complex ideas effectively both orally and in writing is a must with prior experience in resume development and editing preferred.
Other Skill and Abilities Personal computer literacy is required, including proficiency with the Internet, e-mail, and Microsoft Office (Word, Excel, and Outlook). Strong organization and classroom management skills. Ability to meet deadlines. Excellent verbal and written communication skills.

Summary Performs professional work providing job development and placement, alignment of job seekers skills and occupational interest with employer needs, and intensive job search assistance and workshops for  Workforce Investment Act (WIA) and Jobs First Employment Services (JFES) customers in the North Central Region.
Essential Duties and Responsibilities: Serve as a communication link between businesses and their needs and the workforce development system and its services.
Identify challenges/ unmet needs and workforce solutions from a business perspective.
Coordinate services with the CWP Business Services Unit, its contractors, CTWorks partners, and CTDOL staff to assist customers in locating employment opportunities through CTWorks. Participate in monthly meetings of the North Central Business Services Team.
Provide individualized job placement services for enrolled customers. Job placement will be based on the skills, experience, and interests of each participant.
Ensure that each customer is prepared for employment by reviewing credentials and employment skills competencies certified through assessment and/or training contractor, and will ensure that each customer has a professional resume to assist in his or her job search.
Pursue jobs aggressively, professionally, and quickly to place customers in the most effective way. Utilize CTWBS as a common employer database and share job leads and employer contacts with the CWP Business Services Unit and other CTWorks partner staff. Contractor will post all jobs developed on the CT Job Bank in coordination with CTDOL.
Deliver a series of job readiness workshops to WIA/JFES customers in New Britain, Hartford, Enfield, Bristol and Manchester.
Work with each enrolled customer in placement services until placement occurs. Be accountable for meeting WIA and JFES entered employment and earnings goals. Job placements must be in regular employment. Temporary or seasonal employment will not count towards the contract performance goal. Placement in temporary employment may be used as a work-readiness activity.
Review employment applications and job orders to match applicants with job requirements, using manual or computerized file searches.
Other duties as assigned.
Qualifications Must be able to develop professional relationships with both employers and program participants and perform each essential duty satisfactorily.
Education and Demonstrated Job Knowledge Any combination of education and experience equivalent to graduation from an accredited college and university with a Bachelors degree in business, public administration behavioral science or related field.
Two years of experience of work experience combining elements of case management, career counseling, job development and placement or other services.
Must possess substantial job development and placement experience, strong background in the delivery of WIA/JFES services; possess the ability to plan, organize and maintain effective working relationships with business partners and associates.
Ability to communicate complex ideas effectively both orally and in writing is a must with prior experience in resume development and editing preferred.

Responsible for developing and maintaining ongoing personal contacts with private, public, non-profit, and religious organizations to promote and create opportunities for placing TANF customers.
Build professional relationships with the employer community.
Work exclusively on the District’s TEP.
Work closely with Case Manager place customers in unsubsidized employment.
Develop professional relationships with both employers and program participants.
Provide constructive feedback and advice to enrolled job seekers.
Create pipeline of job openings.
Adhere to Federal, State, and Contractor guidelines.
Work with a team of professionals to ensure contract goals are achieved.
