R. Atterbeary, President and Chief Executive Officer
In 1981, Mr. Atterbeary founded KRA and defined its corporate vision – “to improve our nation, its communities, and the quality of life of its people.” His view of how KRA could make such an impact evolved into a corporate philosophy, mission, strategy, and goals – areas of responsibility for which he provides daily direction and leadership to ensure the company’s continued expansion and growth. Mr. Atterbeary is responsible for program development; strategic business planning; and oversight of the firm’s internal administrative, financial, management, and marketing functions.
Mr. Atterbeary has more than 35 years’ experience in entrepreneurship; economic and community development; operations management; training and development; and research, analysis, and evaluation for programs at all operational levels – local, state, regional, and national. He earned his MBA in Management and Finance from Michigan State University, East Lansing, MI.
Patrick
T.J. Boxall, Vice President and Chief Operating Officer
Mr. Boxall joined KRA in 1996 as a member of the company’s consulting practice and led projects with local, state, and federal government clients aimed at improving program performance and outcomes through research, training, and technical assistance. Since 2004 he has applied that expertise as Chief Operating Officer, responsible for implementing company-wide systems to support service delivery, and overseeing management of day-to-day activities in all of KRA’s business units.
Mr. Boxall has more than 20 years’ experience in economic and social policy and program operations, with a particular focus on workforce and community development. He holds an MA in Geography from the University of Toronto, Toronto, ON.
Don
Scott, Senior Vice President for Workforce Operations
Mr. Scott began his career with KRA in 2002, and is responsible for implementation and management of the company’s workforce operations projects, which includes One Stop Career Center management and Temporary Assistance for Needy Families (TANF); Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T); and Workforce Investment Act (WIA) adult, dislocated worker, and youth program delivery. A former officer in the U.S. Navy, Mr. Scott has been a workforce development industry professional for more than 10 years. He is an expert in performance-based design in all areas of workforce program operations.
Mr. Scott is a frequent presenter at national and regional workforce development conferences and is a board member and executive committee member of the National Association of Workforce Development Professionals. He holds a JD from Louisiana State University, Baton Rouge, LA.
Nandi Jones-Clement, Vice President, Business Development
Ms. Jones-Clement has been with KRA since 2009. She has more than 15 years’ experience in workforce development services, having worked with local government agencies to design and administer workforce solutions in 12 states and for more than 35 local workforce areas. This rich experience, combined with her intimate knowledge of TANF and WIA legislation, enables KRA to craft unique and highly effective solutions to address new clients’ needs.
Ms. Jones-Clement earned her BA in Political Science/Public Affairs from Lincoln University, Lincoln, PA.
Arlene Schneider, Human Resources Director
Since 2009, Ms. Schneider has served KRA as a management partner in the human resources area. She is dedicated to maintaining a corporate culture that honors the firm’s diverse employees and ensures ongoing success for KRA clients. Ms. Schneider’s responsibilities include recruitment and selection, performance management, employee relations, benefits administration, and management skills development. Beginning her career in 1996 with Marriott International, Ms. Schneider has almost 25 years’ human resources experience in a variety of high performance settings. Immediately prior to joining KRA, she headed up human resources for the John F. Kennedy Center for the Performing Arts in Washington, DC.
Ms. Schneider is a certified Senior Professional Human Resources. She earned her BS degree in Secondary Business Education from Western Michigan University, Kalamazoo, MI.
Vanessa Atterbeary, Esquire, Corporate Counsel
Ms. Atterbeary, an employee since 2009, is responsible for ensuring that all of KRA’s contracts, agreements, and corporate policies and procedures meet the intent and letter of the law. She has intimate knowledge of the FAR, as well as the federal, state, and local statutes and regulations that govern the contracts that KRA performs. Ms. Atterbeary reviews and monitors all KRA contracts, subcontracts, modifications, and vendor agreements. In addition, she works hand-in-hand with the Human Resources Director to review and enforce all laws and regulations related to employer and employee rights and responsibilities.
Ms. Atterbeary, a practicing attorney for more than 10 years, is admitted to practice law in Maryland and the District of Columbia. She earned her BA from the College of William and Mary, Williamsburg, VA and JD from the Villanova University School of Law, Villanova, PA.
