Job Overview  KRA seeks a committed, reliable, and highly motivated professional to perform complex administrative work directing personnel, activities, and functions for workforce development programs.
Duties & Responsibilities  Ensure that comprehensive workforce development services are provided to jobseekers and employers.
Provide leadership, policy direction, personnel, and administrative oversight of One-Stop Career Center operations.
Direct Intensive and Case Management services to enable the system to be consistent with plans; achieve all goals set forth; and ensure the system remains in compliance with local, state, and federal laws, and regulations.
Identify mechanism for communication between all levels of decision making, including front-line staff.
Manage performance of supervisory staff who may functionally manage career agents, job developers, program assistants, work experience coordinators, assessment specialists, and quality assurance staff.
Oversee management information, financial activities and transactions.
Participate in the recruitment, interviewing, hiring, and training of all staff.
Facilitate and attend staff meetings and management meetings.
Supervise internal and external audits.
Establish and maintain positive working relationships with funders, employers, and state and local partners.
Establish and maintain relationships with other agencies, organizations, and businesses in the community.
Education and Demonstrated Job Knowledge  Combination of education and experience equivalent to graduation from an accredited college or university with a Masters degree in business, education, public administration, behavioral science, or related field .
Minimum 7 years experience in the management of workforce development programs.  Supervisory experience required.
Knowledge of general laws and administrative policies governing workforce development programs; thorough knowledge of operational systems; and knowledge of management principles.
Ability to handle multiple projects and tasks; establish and maintain effective relationships; and effectively communicate complex ideas both orally and written.  
Substantial case management experience, a background in the delivery of services, and ability to read and interpret policies and procedures.
