Perform professional and technical work implementing the delivery of activities and functions of Workforce Investment Act (WIA) services for economically Disadvantaged Adults and Dislocated Workers in the Capitol Region. A familiarity with, or the ability to, learn Federal, State and WIA rules and regulations.
Essential Duties and Responsibilities: Provide general direction and supervision to operations staff and coordination among community partners, ensuring contract compliance and production of contracted outcomes. Perform professional and technical work implementing the delivery of activities and functions of Workforce Investment Act (WIA) services for economically Disadvantaged Adults and Dislocated Workers in the Capitol Region. A familiarity with, or the ability to, learn Federal, State and WIA rules and regulations.
Provide day-to-day operational guidance to Henrico County One Stop staff and manage daily operations.
Oversee assessment and job development teams.
Work with the Project Director to ensure Core and Non-Core services are carried out consistent with CRWIB’s policies and procedures and toward stated goals.
Conduct cross training and other events to promote relationship building between the various offices, divisions and partnering agencies.
Ensures staff complies with contractual requirements for benchmarks.
Oversee, manage and ensure WIA staff compliance including:

  • registration of customer
  • individual employment plans
  • monthly reports
  • benchmarks
  • case closures
  • retention
Conduct outreach and recruitment efforts targeted to prospective WIA service customers to ensure that enrollment goals are met.
Conducts file and computer audits, document results, administer training and corrective action.
Oversee caseload assignments as well as the quality and maintenance of required electronic records and/or files.
Serve as a liaison to partners, prospective employers, training programs and the participants.
Evaluate assigned employee performance, and prepare performance appraisals, recommend and document disciplinary action.
Facilitate staff meetings and staff training as directed.
Attending meetings, trainings, seminars, and workshops as directed.
Provide other related duties as required and directed.

Education and Demonstrated Job Knowledge Bachelor’s degree from an accredited college or university
Experience working with adults in the workforce system and disconnected from services
Ability to professionally adjust to unforeseen circumstances or programmatic changes
Ability to navigate customers through the workforce system, assist them in identifying employment goals based on assessment of vocational and educational skills and past work experience.
Strong organizational and time management skills
Must be resourceful and able to work independently as well as in a team setting
Ability to meet deadlines
Excellent verbal and written communication skills
Other Skill and Abilities Personal computer literacy required including the ability to navigate the Internet and a basic familiarity with Microsoft Office (Word and Outlook) required. Additionally, the applicant has the ability to learn and efficiently utilize various case management software programs.
Physical Demands While performing the duties of this job, the employee is regularly required to walk, sit, talk and hear. The employee must occasionally lift and/or move up to 25 pounds.
