Summary While delivering innovative solutions, exceptional service and trusted results, the WIOA Youth Liaison will perform professional work as a liaison for youth in the American Job Center and with youth-serving providers in the North Central workforce region; conduct career counseling and customer service to Workforce Innovation and Opportunity Act (WIOA) and Jobs First Employment Services (JFES) youth customers; coordinate with CWP’s youth staff.  Work is performed under the supervision of the Operations Manager.
Essential Duties and Responsibilities Triage young adults ages 18-24 at the American Job Center to provide initial assessment(s), inform youth of available services, and make referrals to appropriate programs including WIOA Youth programs when appropriate.
Identify JFES participants who are suitable for co-enrollment in WIOA Youth programs, and assist JFES Career Agents and WIOA Youth providers to coordinate services.
Assist WIOA Youth providers to refer and track youth to American Job Center when appropriate.
Track youth referrals to programs using ETO.
Assist CWP with recruitment for special programs targeted to youth and young adults.
Review WIOA intake application and supporting documents compiled by providers and certify WIOA Youth eligibility in accordance with federal, state and CWP policy.
Visit WIOA Youth provider sites regularly to conduct intake with applicants, and to facilitate information sessions or career development workshops.
Support retention and follow-up services when a WIOA Youth provider’s contract is not renewed.
Act as primary point person for WIOA Youth providers to the American Job Center and related resources including but not limited to resume writing, interview techniques and access to resources and workshops available at the American Job Center.
Assist CWP with training WIOA Youth providers on CTHires.
Establish and maintain relationships with WIOA Youth providers and organizations in the community to meet youth employment needs and to ensure that services are not duplicated.
Record applicant information into CTHires inclusive of intake, registration, objective assessment, Individual Service Strategy, activities, outcomes and follow-up date.
Ensure that CTHires data is accurate and timely at the direction of CWP.
Review youth date in ETO to ensure alignment with CTHires.
Complete all required reports for CWP and KRA.
The WIOA Youth Liaison may be assigned to work at the CWP central office on a temporary basis when requested by the CWP Executive Vice President & COO or his designee.
Education and Demonstrated Job  Knowledge Any combination of education and experience equivalent to graduating from an accredited college or university with an Associate’s degree in business, public administration, behavioral science or related field.  Two years of work experience and combined elements of training, counseling, case management or other services.
Must possess case management experience, specific background in the delivery of Workforce Innovation and Opportunity Act (WIOA) and Jobs First Employment Services (JFES) services, youth development and the ability to read and interpret policies and procedures.
Must have excellent oral and written communication skills and be proficient in entering data into CTHires and ETO MIS systems.
Personal computer literacy required, including effective use of the Internet, e-mail, and Microsoft Office (Word, Excel and Outlook).
Excellent interpersonal, time management, customer service, organizational and communication skills, both oral and written required.
