Summary While delivering innovative solutions, exceptional service and trusted results, the Business Outreach Specialist provides business development and placement services, aligned with job seekers skills and occupational interest with employer needs. Provide job search assistance and workshops to Out of School Youth (OSY) working collaboratively with PA Career Link and Local County Offices.
Essential Duties and Responsibilities: Provide comprehensive business development and placement services by continually building, maintaining, and cultivating relationships with a wide array of employers who are willing to hire and/or train qualified OSY participants.
Network and develop relationships with community based public, private, religious, and non-profit organizations to assist OSY participants in enhancing and upgrading their workplace skills.
Continually build, maintain, and cultivate relationships with a wide array of companies who are willing to allow OSY customers, on-the-job training opportunities, paid and un-paid work experience.
Engage youth in South Central, PA in effort to recruit and enroll in program.
Assess participant’s eligibility for training and time limited work experience or community service. Regularly interact with job search and orientation customers to ensure complete and effective communication given regarding available work experience opportunities.
Maintain a cache of community work experience opportunities.
Match available job openings with participants’ career path, interests and abilities. Focusing on both “number” and “quality” of placements, develop and maintain ongoing personal contacts with private, public, non-profit, and religious organizations to promote and create opportunities for placing TANF customers.
Input accurate and complete data for all contacts with customers into state database including Employment Verification documents.
Perform weekly site inspections. Inspect suitability of work sites and provide monitoring of sites.
Work with a team of professionals to ensure contract goals are achieved.

Education and Demonstrated Job Knowledge A Bachelor’s degree in business, public administration, behavioral science or a related field from an accredited college or university.
A minimum of three years’ experience conducting job development and placement services.
Demonstrated experience building professional relationships with the employer community and leveraging those relationships to create a pipeline for work experience and job openings.
Demonstrated ability to work independently, as well as collaboratively, and exercise good judgement and discretion; must be goal-oriented with proven track record of success with performance goals.
Personal computer literacy required including the ability to navigate the Internet and a basic familiarity with Microsoft office; ability to learn and efficiently utilize various case management software programs.
