Knowlton R. Atterbeary, President & CEO
In 1981 Mr. Atterbeary founded KRA and defined its corporate vision – “to develop workers and strengthen communities.” His view of how KRA could make such an impact evolved into a corporate philosophy, mission, strategy, and goals – areas of responsibility for which he continues to provide strategic direction and leadership to ensure the company’s continued expansion and growth.
Mr. Atterbeary has more than 35 years’ experience in entrepreneurship; economic and community development; operations management; training and development; and research, analysis, and evaluation for programs at the local, state, regional, and national levels. He earned his MBA in Management and Finance from Michigan State University, East Lansing, Michigan.
Patrick T.J. Boxall, Vice President & COO
Mr. Boxall joined KRA as a member of the company’s consulting practice and led projects with local, state, and federal government clients aimed at improving program performance and outcomes through research, training, and technical assistance. Applying that expertise to his role as Chief Operating Officer, he now oversees the management of day-to-day service delivery in all KRA business units, deploying company resources and implementing company-wide performance standards.
Mr. Boxall has more than 20 years’ experience in consulting and program operations, with a particular focus on workforce and community development. He holds an MA in Geography from the University of Toronto, Toronto, Ontario, Canada.
Don L. Scott, Senior Vice President for Workforce Operations
Mr. Scott implements and manages the company’s workforce operations including One-Stop Career Center operations and Temporary Assistance for Needy Families (TANF); Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T); and Workforce Investment Act (WIA) Adult/Dislocated Worker, and Youth programs. He has more than 10 years’ experience in the workforce development industry, and as an expert in performance-based program design, he infuses high performance expectations and true customer satisfaction in all areas of KRA’s workforce operations.
Mr. Scott presents frequently at workforce development conferences, and is a board member of the National Association of Workforce Development Professionals. He holds a JD from Louisiana State University, Baton Rouge, Louisiana.
Patricia A. Pinckney, Human Resources Director
Ms. Pinckney, certified both as a PHR (Professional in Human Resources) and an EBS (Employee Benefits Specialist), develops and oversees HR policies and procedures that result in effective and efficient operations, which contribute immensely to the success of KRA projects. She has more than 17 years’ HR experience, and excels in directing programs for recruitment and hiring; employee benefits and compensation; inter- and intra-project employee relations; staff development and training; and managerial support.
Ms. Pinckney, a member of the Society for Human Resource Management and the National Association of Professional Women, studied Business Administration at University of Maryland University College, Adelphi, Maryland, and Lincoln University, Lincoln University, Pennsylvania.
Vanessa E. Atterbeary, Esquire, Corporate Counsel
Ms. Atterbeary ensures that all KRA contracts, agreements, and corporate policies meet the intent and letter of the law. She has intimate knowledge of the federal, state and local rules and regulations that govern KRA’s contracts. Ms. Atterbeary works hand-in-hand with the Human Resources Director to enforce ever-changing employment laws.
Ms. Atterbeary, a practicing attorney for more than 10 years, is admitted to practice law in Maryland and the District of Columbia. She is a member of the 2011 class of Leadership Montgomery , a program to support community leaders addressing workforce development, education, public safety, and transportation challenges in Montgomery County, Maryland. Ms. Atterbeary earned her JD from the Villanova University School of Law, Villanova, Pennsylvania.
